Joliet Refinery Remains Offline After Power Outage and Flooding Complicate Recovery

The 275,000-barrel-per-day Joliet refinery in Illinois remains offline following a shutdown that began after problems on the regional electrical system caused a power outage. Although electrical power has since been restored, additional complications involving floodwater have slowed the facility’s recovery.

Exxon Mobil reported that floodwater overwhelmed a pump at the refinery. A containment boom was deployed as part of cleanup activity, and flaring was observed during the recovery period. The company had not established publicly whether the pump problem was directly connected to the earlier electrical outage.

The Joliet facility is an important component of Midwest fuel infrastructure, producing approximately 11 million gallons of gasoline and diesel per day when operating normally. $1.2 Billion in Additional Data Centers Planned Near Austin, Texas

Central Texas continues to build out its data-center footprint, with plans filed for two additional large facilities in Cedar Creek, approximately 26 miles southeast of Austin.

The two proposed projects are associated with EdgeConneX and represent approximately $1.2 billion in combined investment. Each project is reported at approximately $600 million and roughly 591,400 square feet.

The facilities, identified in filings as EDCAUS15 and EDCAUS16, would expand an already substantial data-center development footprint in the area. Construction is currently expected to begin in November 2026, with completion targeted for May 2028, although major construction schedules can change as engineering, permitting, utility and procurement work progresses.

For the skilled trades, projects of this scale can eventually translate into substantial mechanical and electrical packages. Large data centers require electrical distribution, backup generation, cooling systems, pumps, piping, structural steel, controls, fire protection, equipment setting and commissioning.

U.S. LNG Industry Watching Possible Reduction of Chinese Tariffs

The United States and China are discussing a possible reduction or elimination of China’s 15% tariff on American liquefied natural gas as part of broader trade negotiations ahead of Chinese President Xi Jinping’s scheduled September 24 visit to Washington.

China imposed the tariff in February 2025, and U.S. LNG trade with the country subsequently stopped. A change in that tariff structure could reopen an important destination for American LNG as U.S. export capacity continues expanding.

U.S. LNG exports averaged approximately 17.4 billion cubic feet per day during the first half of 2026, according to federal energy data cited by Reuters, an increase of about 23% from the same period a year earlier.

The construction implications extend beyond LNG terminals themselves. Continued export growth supports demand across liquefaction facilities, pipelines, compressor stations, storage, marine infrastructure and associated power systems.

For pipefitters, welders, electricians, millwrights, instrumentation technicians, ironworkers and other industrial trades, Gulf Coast LNG development remains one of the major sectors to watch through the remainder of the decade.


Sabine Pass Expansion Moves Forward With Major EPC Package

Cheniere Energy’s planned expansion of the Sabine Pass LNG facility in Louisiana remains one of the significant Gulf Coast projects on NÆXON’s radar.

Earlier this year, Cheniere awarded Bechtel an approximately $4.69 billion engineering, procurement and construction contract covering the first phase of the expansion. The project is intended to add additional liquefaction capacity at the existing LNG complex.

Projects of this scale generate long construction supply chains extending from engineering and fabrication through civil construction, structural steel, piping, electrical, instrumentation, insulation, equipment installation, testing and commissioning.

The project is especially important from a workforce perspective because LNG construction requires many of the same industrial trades already concentrated along the Gulf Coast.

Data-Center Development Faces Increasing Power and Permitting Pressure

The enormous U.S. data-center construction cycle continues, but power availability, infrastructure requirements and local permitting are increasingly determining where projects can actually move forward.

A current example is Project Jupiter in Doña Ana County, New Mexico. Financing connected with the large data-center development has come under pressure while the project faces regulatory and local concerns involving power generation, water use and environmental impacts.

The situation illustrates an important change taking place across the data-center industry. Securing land and announcing billions of dollars of investment does not necessarily mean construction can immediately proceed. Developers increasingly need enormous quantities of electrical generation and transmission capacity before campuses can reach full operation.

That creates another industrial construction market alongside the data centers themselves.

Natural-gas generation, substations, transmission infrastructure, cooling plants, backup generation and utility pipelines can require pipefitters, welders, electricians, millwrights, instrumentation and controls technicians, equipment operators, riggers and commissioning personnel.

Data-Center Construction Encounters Growing Local Scrutiny in Ohio

Rapid data-center development is also producing increased public and political scrutiny in Ohio, particularly around electricity demand, water consumption, farmland development and tax incentives.

The debate matters to the construction industry because Ohio has become an important data-center market. Restrictions, revised incentive programs, utility limitations or permitting changes can alter project schedules even after developers begin planning major campuses.

For contractors and skilled trades, this reinforces an important distinction: a project announcement is an early signal, not a guarantee of immediate field work.

Texas continues producing new data-center construction opportunities, while the broader AI infrastructure buildout is increasingly creating work in power generation and utility infrastructure beyond the walls of the data centers themselves.
